Accessing the NCCD Auditing Guidelines

  1. Select NCCD Auditing Guidelines within APPS

2. There are two tabs to select from on the left hand side bar-”NCCD Audit” and “Details”

NCCD Audit TAB

Selecting the NCCD Audit TAB in the left hand side bar gives you access to a table with a number of columns. A description and explanation of each follows.

 

NOTE FOR SYDNEY/PARRAMATTA/MAITLAND NEWCASTLE: Special Schools have been removed from these reports

With the new auditing data warnings that DESE have produced in 2021, special schools are exempt, therefore schools that are registered as SPECIAL SCHOOLS have been removed from your list.

Please note: this will mean your overall NCCD numbers will be less than those of your special school when generating a report from this POWER BI data.

NOTE: Multiple Lines for Each School

With the new auditing data warnings that DESE have produced in 2021, the structure of the reports for each school needed to change in POWER BI from one line of data per school to multiple lines of data.

Each school will display a line on the report for each YEAR GROUP where data is available from the PP tool.

 

Columns 3, 4 and 5: Year Level, Year Level Population and NCCD Count 2021

 

Column 6: 2021 NCCD (Year Level) vs 2021 Year Level Population %

This column directly corresponds to the following DESE Data Warning:

WR-014

A particular year level has more than 40% students with a disability

Note: Does not apply to special schools

You have reported a high proportion of students with disability for [YEARLEVEL].

Please provide a detailed explanation before continuing.

Cells that display in RED are those year groups where the total proportion of students included in the NCCD are at greater than 40% of the year group population (at the time of Feb census). Schools will need to provide a detailed explanation to DESE in SCHOOLSHUB at census upload to justify the high proportion.

Schools will highlight in RED if their NCCD total number is 25% or more of their school population.

In the example above, the school would need to provide three separate detailed explanations for why Year 1, Year 3 and Year 6 NCCD proportions are greater than 40% for each year group.

Column 7: 2021 SE (Year Level) vs 2021 Year Level Population %

This column directly corresponds to the following DESE Data Warning:

WR-015

A particular year level has more than 10% students with a disability with a substantial or extensive level of adjustment

Note: Does not apply to special schools

Cells that display in RED are those year groups where the total proportion of students combined in the SUBSTANTIAL and EXTENSIVE adjustment levels in the NCCD are at greater than 10% of the year group population (at the time of Feb census). Schools will need to provide a detailed explanation to DESE in SCHOOLSHUB at census upload to justify the high proportion.

 

In the example above, the school would need to provide three separate detailed explanations for why Year 2, Year 3 and Year 6 year groups have greater than 10% proportions of combined substantial and extensive students.

Column 8: Variance Extensive (Year Group) 2021 vs Previous Year Level in 2020

This column directly corresponds to the following DESE Data Warning:

Count of extensive students for a year level has changed by more than 2 when compared with the previous year level in the last census

Note: Does not apply to special schools

The number of students for [YEARLEVEL] with an extensive level of disability adjustment is different to what was reported in previous year for the previous year level.

Please provide some details about this change, including whether the population of students has changed or whether existing students have been classified differently.

Cells that display in RED are those year groups where the number of extensive students has either INCREASED by 2 or more students or DECREASED by 2 or more students compared to that year group at last year’s census. Schools will need to provide details to DESE in SCHOOLSHUB at census upload to explain the change in numbers.

In the example above, the school would need to provide a detailed explanation for why the number of Year 10 EXTENSIVE students has changed by 3 students compared to the number of EXTENSIVE students in that particular group (i.e. Year 9 2020) at last year’s census.

Column 9: Variance Substantial (Year Group) 2021 vs Previous Year Level in 2020

The number of students for [YEARLEVEL] with a substantial level of disability adjustment is different to what was reported in previous year for the previous year level.

Please provide some details about this change, including whether the population of students has changed or whether existing students have been classified differently.

Cells that display in RED are those year groups where the number of substantial students has either INCREASED by 4 or more students or DECREASED by 4 or more students compared to that year group at last year’s census. Schools will need to provide details to DESE in SCHOOLSHUB at census upload to explain the change in numbers.

In the example above, the school would need to provide a detailed explanation for why the number of Year 12 SUBSTANTIAL students has changed by 8 students compared to the number of SUBSTANTIAL students in that particular group (i.e. Year 11 2020) at last year’s census.

Column 10: Variance Supplementary (Year Group) 2021 vs Previous Year Level in 2020

This column directly corresponds to the following DESE Data Warning:

The number of students for [YEARLEVEL] with a supplementary level of disability adjustment is different to what was reported in previous year for the previous year level.

Please provide some details about this change, including whether the population of students has changed or whether existing students have been classified differently.

Cells that display in RED are those year groups where the number of supplementary students has either INCREASED by 8 or more students or DECREASED by 8 or more students compared to that year group at last year’s census. Schools will need to provide details to DESE in SCHOOLSHUB at census upload to explain the change in numbers.

In the example above, the school would need to provide two separate detailed explanations for why the number of Year 7 SUPPLEMENTARY students has changed by 17 students compared to the number of SUPPLEMENTARY students in that particular group (i.e. Year 6 2020) at last year’s census, as well as why the number of Year 12 SUPPLEMENTARY students has changed by 9 students compared to the number of SUPPLEMENTARY students in that particular group (i.e. Year 11 2020) at last year’s census.

NOTE: The Year 7 group flags as the school has a Year 5-12 enrolment. If the school only had a Year 7-12 enrolment, then it would not flag as there is no previous year group in the school to compare Year 7 to in 2020 (i.e. no Year 6)

Column 11: Variance QDTP (Year Group) 2021 vs Previous Year Level in 2020

This column directly corresponds to the following DESE Data Warning:

Count of QDTP students for a year level has changed by more than 12 when compared with the previous year level in the last census

Note: Does not apply to special schools

The number of students for [YEARLEVEL] with a QDTP level of disability adjustment is different to what was reported in previous year for the previous year level.

Please provide some details about this change, including whether the population of students has changed or whether existing students have been classified differently.

Cells that display in RED are those year groups where the number of QDTP students has either INCREASED by 12 or more students or DECREASED by 12 or more students compared to that year group at last year’s census. Schools will need to provide details to DESE in SCHOOLSHUB at census upload to explain the change in numbers.

In the example above, the school would need to provide a detailed explanation for why the number of Year 10 QDTP students has changed by 14 students compared to the number of QDTP students in that particular group (i.e. Year 9 2020) at last year’s census.

Column 12: Feb Census

This column indicates that Feb 2021 census data is being used for Year Level population calculations.

DETAILS TAB

Selecting the DETAILS TAB in the left-hand side bar gives you access to a table with a number of columns that holds the raw data to inform the calculations within each of the columns in the NCCD Audit report.

HOW DO I EXPORT THE TABLE AS AN EXCEL FILE?

1. In the top right-hand corner of the table there are three icons – click on the THREE DOTS (…)

2. Select EXPORT DATA

3. Select SUMMARIZED DATA

4. Click on EXPORT and follow the prompts

 

5. If the following message pops up, please click on YES for the report to generate. This will generate an accurate report even though the message indicates it will recover as much as it can.
